STUDENT CONSUMER INFORMATION:

The Consumer Information page is intended to supplement the information provided in our Campus Catalog and other publications. In many instances, the website indicates where additional information relating to the subject may be located, either in one of the schools’ publications, on the school website, or on a third party website (e.g., the College Navigator website maintained by the National Center for Education Statistics). This website also serves to notify current and prospective students regarding the availability and location of consumer information in accordance with certain state and federal laws applicable to our schools. Most information provided here is available at the bulletin board at both campuses. For assistance with any of the consumer information discussed herein, prospective and current students may contact the Campus Director at any of our schools during normal business hours. A paper copy of consumer information disclosures and school publications are available on request.

College Navigator Website

The National Center for Education Statistics (NCES), a division of the U.S. Department of Education, is the primary federal entity responsible for collecting and analyzing data related to postsecondary education in the United States. Each year, NCES collects a broad range of information from postsecondary institutions through the Integrated Postsecondary Education Data System (IPEDS). Much of this information is then sorted, organized, and presented to the public on the College Navigator website, which is managed by NCES.

Constitution Day

Constitution Day commemorates the formation and signing of the U.S. Constitution by thirty-nine brave men on September 17, 1787, recognizing all who are born in the U.S. or who by naturalization have become citizens.

Each year on September 17, CIT celebrates Constitution Day through activities and educational programming. If the event falls on a Saturday, Sunday or holiday, Constitution Day activities are held during the preceding or following week.

Copyright Policy and Sanctions

Copyright Policy

The making of an electronic or paper copy of copyrighted work by any means (photocopying, electronic reproduction, scanning, digitizing, etc.) constitutes reproduction that is governed by copyright law. The copyright principles that apply to the use of copyright works in electronic environments are the same as those that apply to such use in paper environments. The unauthorized distribution of copyrighted materials, including unauthorized peer-to-peer file sharing, may subject the student to civil and criminal liabilities. The use of the institutions information systems for unauthorized peer-to-peer file sharing, illegally downloading or the unauthorized distribution of copyrighted materials is prohibited and will result in disciplinary action by the institution, including conduct probation, suspension, and termination.

Summary of Civil and Criminal Penalties for violation of Federal Copyright Laws

Copyright infringement is the act of exercising, without permission or legal authority, one or more of the exclusive rights granted to the copyright owner under section 106 of the Copyright Act (Title 17 of the United States Code). These rights include the right to reproduce or distribute a copyrighted work. In the file-sharing context, downloading or uploading substantial parts of a copyrighted work without authority constitutes an infringement.

Penalties for copyright infringement include civil and criminal penalties. In general, anyone found liable for civil copyright infringement may be ordered to pay either actual damages or “statutory” damages affixed at not less than $750 and not more than $30,000 per work infringed. For “willful” infringement, a court may award up to $150,000 per work infringed. A court can, in its discretion, also assess costs and attorneys’ fees. For details see Title 17, United States Code, Sections 504 and 505.

Willful copyright infringement can also result in criminal penalties, including imprisonment of up to five years and fines of up to $250,000 per offense. Entities that Accredit, License or Approve the Institution

The names and organizations that accredit, approve, regulate or license each CIT school and its programs are detailed in the current Institute Catalog, along with contact information for each such organization. The Institute catalog is available here. Also addendum is available here.

The Institute will also make available upon request a copy of each school’s accreditation, licensure, or approval documentation. To request a copy of such information, students should submit a written request to the appropriate Campus Director.

Family Education Rights and Privacy Act (FERPA)

The Family Educational Rights and Privacy Act (FERPA) afford you, the student, certain rights with respect to your education records. These rights include:

(1) The right to inspect and review your education records within 45 days of the day CIT receives your request for access.

If you should wish to review your education records you should submit to the Education Coordinator, Registrar, or Campus Director a written request that identifies the record(s) you wish to inspect. The CIT official, or designee, will make arrangements for access and notify you of the time and place where the records may be inspected.

(2) You have the right to request the amendment of your education records you believe are inaccurate, misleading, or otherwise in violation of your privacy rights under FERPA.

If you wish to amend a record or records, you must write the Campus Director, or Student Services at your campus and clearly identify the part(s) of the record(s) you wish to change. You MUST specify why any records should be changed, and provide any documentation you have that supports the change(s) you are requesting. In order to make the change(s) requested by you, the change(s) must be approved by an authorized CIT senior administrative staff member.

If CIT decides not to amend the record as requested, you will be notified in writing of the decision and your right to a hearing regarding your request for amendment. Additional information regarding the hearing procedures will be provided to you when you are notified of the right to a hearing.

(3) The right to provide written consent before CIT can disclose personally identifiable information from your education records, except to the extent that FERPA authorizes disclosure without your consent. CIT will request a student sign an all inclusive releasefor records and other information to such parties as prospective employers or an individual release for each separate release of information. If you have granted power of attorney (POA) to an individual (or a power of attorney has otherwise been legally granted to an individual), CIT will provide the person having POA with the requested records. Before providing the records to such an individual, the individual must present the original POA to CIT for inspection and a copy of the original POA will be maintained in the student’s file. Requested records will be provided to the individual holding the POA within 30 days of CIT receiving a verified copy of the original power of attorney AND a written request of the specific information requested by the individual having the POA.

In addition, if you receive financial assistance from local and/or state organization(s), they may require that you grant them written permission for CIT to disclose you’re educational and placement records to them.

CIT discloses education records without a student’s prior written consent under the FERPA exception for disclosure to school officials with legitimate educational interests. A school official is a person employed by CIT in an administrative, supervisory, academic, research, or support staff position; a person or company with whom CIT may contract as its agent to provide a service instead of using its employees or officials (such as an attorney, auditor, or collection agent/agency); a person serving on the Board of Trustees; or a student serving on an official committee, such as a disciplinary or grievance committee, or assisting another school official in performing his or her tasks.

A school official has a legitimate educational interest if the official needs to review an education record in order to fulfill his or her professional responsibilities to/for CIT.

(4) The right to file a complaint with the U.S. Department of Education concerning alleged failures by CIT to comply with the requirements of FERPA. The name and address of the Office that administers FERPA is:

The “U.S.A. Patriot Act”, effective October 26, 2001, established the following exceptions relative to the release of information from institutional files:

Ex Parte Orders – The Institute can disclose, without the consent or knowledge of a student or parent, personally identifiable information from a student’s records to representatives of the Attorney General of the United States in response to an ex parte order in connection with the investigation or prosecution of terrorism crimes. An ex parte order is an order issued by a court without notice to an adverse party. When CIT makes a disclosure pursuant to an ex parte order it is not required to record that disclosure of information in the student’s file.

Lawfully Issued Subpoenas and Court Orders – In the following three contexts, CIT can disclose, without consent, information from a student’s education records in order to comply with a lawfully issued subpoena or court order:

1. Grand Jury Subpoenas.

2. Law Enforcement Subpoenas – For these subpoenas, the court may order the Institute not to disclose to anyone the existence or contents of the subpoena or our response. If the court so orders, neither the prior notification requirements nor the recording requirements would apply.

Health or Safety Emergency – CIT is permitted to disclose personally identifiable information from a student’s education record without the written consent of the student in the case of an immediate threat to the health or safety of students or other individuals. This is limited to a situation that presents imminent danger or to a situation that required the immediate need for disclosure to avert or diffuse serious threats to the safety of health of a student or other individuals.

NOTE: CIT does not maintain student directory information for any type of public distribution other than the Graduation Programs that are handed out at CIT’s biannual graduation ceremonies and posted notices on school bulletin boards which inform students of school business they need to attend to and/or the recipients of academic/attendance awards. The student information contained in the graduation programs and notices on school bulletin boards is limited to the students’ names, the program attending/graduated from, and the type of academic/attendance honors/awards given. Other than the graduation programs and bulletin board notices, CIT only provides educational records with personally identifiable information as described in Number 3 and under the provisions established by the “U.S.A. Patriot Act”.

Immunization Policy

The institute does not generally require specific immunizations beyond those requirements that may be imposed by federal or state laws. Some programs may have specific requirements. Please visit the program pages in the catalog for specific programmatic admissions requirements. Students are encouraged to consult with their health care provider to discuss obtaining or updating their vaccinations.

Services for Disabled Students

CIT is committed to providing an accessible and supportive environment for students with disabilities, consistent with its obligations under Section 504 of the Rehabilitation Act of 1973 and the Americans with Disabilities Act of 1990. Accordingly, CIT does not discriminate on the basis of disability against otherwise-qualified individuals in any programs, service, or activity offered by CIT, and strives to ensure that no otherwise-qualified individual with a disability is excluded, denied services, segregated, or otherwise treated differently than other individuals because of the absence of auxiliary aids or other appropriate services. However, accommodations cannot result in an undue burden to CIT or fundamentally alter the requirements essential to a program of instruction.

Student Achievement (Graduation, Retention, Employment and Placement Rates)

Texas Workforce Commission Career Schools and Colleges Rates

All CIT schools are approved and regulated by the Texas Workforce Commission Career Schools and Colleges (TWC). TWC requires each school that it approves to submit on an annual basis a Completer/Placement report for each program offered at each school. After the data analysis is complete by TWC, a Summary Report of the data is returned to each school which details the Completion, Placement and Employment rates for each program offered at the institution. Institutions are then required to update the TWC Receipt of Enrollment Policies (CSC-005) document with the new rates. This document is provided to all new students who wish to enroll at the institution.

Notably, the Texas Workforce Commission Career Schools and Colleges rates for the last three years for each CIT school are available on the Texas Workforce Commission’s Licensed Career School and Colleges pages on the TWC website at: https://apps.twc.state.tx.us/CSC/directory/search.do by searching Schools and entering the “College of Health Care Professions” in the School Name: field.

Federal Student Right-to-Know Graduation Rate:

Pursuant to the Student Right-to-Know Act, CIT determines and makes available each year the graduation rate of certificate or degree-seeking, first-time, full-time, undergraduate students. It is important to note that the Student Right-to-Know graduation rate is calculated at the school level. There is only one rate for the school and not a rate for each individual program.

Voter Registration

As part of the requirement for our institution to participate in the Federal Student Aid programs, we are required by federal law to provide each student with the state’s voter registration form in paper of by an electronic method. In order to register to vote, please visit www.vote411.org . Voting information by state and topic are available, as well as, an online voter registration tool.
